True, but the shop inventories level up with you. When I went back to repair my weapons I fast traveled around and picked up a new hammer or two. You also get decent money doing this as Thugs seem to be loaded. It's a quick way to fill out the skill tree early on at least. I'm level 30 now and I'm gonna get back to questing.
Levelling up in incredibly fast compared to the original. Being able to turn in repeatable quests that only require 1 item makes it much easier (DI usually required multiple common items for one turn in), while the XP rewards for completing the quests are also massively higher, certainly for a first playthrough.
